Why the updated EPC treatment matters

The updated Heat-as-a-Service EPC treatment recognises that a managed heating system is fundamentally different from a passive electric heating product.

When installed with approved controls and operated under a HaaS arrangement, HaaS can provide a practical pathway to EPC C in retrofit properties — without the capital cost of a heat pump.

For landlords facing MEES obligations, this creates a credible, evidenced route to compliance for properties that would otherwise be difficult and costly to upgrade.

Requirements

Three pillars of the HaaS arrangement

All three must be in place for the Heat-as-a-Service EPC methodology to apply.

Approved controls

The system must include the approved thermostat and control strategy. Non-approved controls are not compatible with the HaaS EPC treatment.

Managed operation

The system must be actively connected to a monitoring and optimisation platform. An unconnected system does not constitute a HaaS arrangement.

Evidence pack

The property receives a service schedule, commissioning record and initial EPC assessment for assessors and compliance records.
